URL encoding problem in RSS Feed

There is a bug about representing URLs in RSS feeds.

I marked this url
http://bliss.bilkent.edu.tr/blissweb.php?islem=2&d=bilkutup&n=0394923&dil=0

and its URL appear as

http://bliss.bilkent.edu.tr/blissweb.php%3Fislem%3D2%26d%3Dbilkutup%26n%3D0394923%26dil%3D0

in RSS feed, so when I import this RSS to Twitter, FriendFeed, Facebook or my blog etc. it makes broken links when there exist query parameters ?blah=blah&and=blah+blah in the urls.

The problem is in rss feed. Everythging is ok in Firefox extension and iPhone app.

Please solve this ASAP!
